David A. Hollenbach
Mr. Hollenbach is President and CEO of DSoft Technology. David graduated from the US Air Force Academy in 1987 with a Bachelor of Science degree in Engineering Mechanics and later received his Master of Science degree in Systems Engineering from the Air Force Institute of Technology. He has worked on a variety of systems engineering and IT projects throughout his career. His domain experience ranges from work on military, civil, and commercial space-related projects as an engineer/analyst and military operations planner and operator, to ecommerce projects as a systems engineer and project manager. He is a service-disabled veteran.

Pat Matthews
Mr. Matthews is the Principal Consultant of Civil, State, Local Government and Commercial Sector Operation for DSoft Technology supporting non-DoD government customs as the federal, state and local levels, commercial, and non-profit organizations. Prior to joining DSoft Technology in 2018, he managed applications development for several Colorado state agencies as a senior leader within the Governor’s Office of Information Technology where he assessed service gaps, determined root causes, and developed a strategic roadmap to efficiently align IT resources along business functions for improved service delivery at eight departments. After graduating from the United States Military Academy at West Point, he served for 20 years as an Army officer in tactical infantry and aviation units in Iraq, Korea, and the homeland. His multi-service experience includes four Office of the Secretary of Defense joint test and evaluation projects. Mr. Matthews is a service-disabled Veteran and is professionally certified in project management, systems engineering, knowledge management, ITIL, and is a Lean Six Sigma Green Belt.

Dr. Joseph M. Fulton
Dr. Fulton is the Principal Consultant of the Department of Defense Sector Operations for Dsoft Technology supporting DoD government projects. He provides leadership and direction on activities supporting space and defense efforts. He is a retired Lt Col from the U.S. Air Force with extensive operational and leadership experience in the space domain, MILSATCOM acquisitions, requirements development for the nation’s space protect and defend missions and retired while serving as the Deputy Head of the U.S. Air Force Academy’s Astronautics Department. He has a degree in Astrophysics and a PhD in Astronautical Engineering.

Jeffrey A. Stivers
Mr. Stivers is the Director of Operations for DSoft Technology. He is responsible for managerial, technical, operational, and administrative oversight, improvement, and day-to-day management of DSoft Technology’s headquarters office and remote offices/teammates. Mr. Stivers joined DSoft Technology in 2017 supporting a Lessons Learned Task Order with Air Force Space Command. He has been awarded the Navy/Marine Corps Achievement Medal, Navy/Marine Corps Commendation Medal, Defense Meritorious Service Medal and the Defense Superior Service Medal. Mr. Stivers is a service-disabled Veteran and is professionally certified in project management.
