Mr. Matthews is the Senior Program Manager for DSoft Technology support to civil, commercial, and non-profit organizations. He is a service-disabled veteran. Most recently he managed applications development for several Colorado state agencies as a senior leader within the Governor’s Office of Information Technology where he assessed service gaps, determined root causes, and developed a strategic roadmap to efficiently align IT resources along business functions for improved service delivery. His applications development teams supported current and future needs for the departments of Natural Resources, Agriculture, Public Health & Environment, Revenue, Corrections, Local Affairs, Regulatory Agencies, and History Colorado. After graduating from the United States Military Academy at West Point in 1988, he served for 20 years as an Army officer in tactical infantry and aviation units in Iraq, Korea, and the homeland with combat service in Operation Desert Shield / Desert Storm in 1990-1991 and Operation Iraqi Freedom in 2003-2004. He is rated in several rotary wing aircraft, to include the AH-64D Longbow Apache and is a graduate of the US Army Ranger School. His multi-service experience includes four Office of the Secretary of Defense joint test and evaluation projects developing and testing tactics, techniques, and procedures for suppression of enemy air defenses, maritime domain awareness, maritime threat response, and integrated air and missile defense systems. The National Defense Industrial Association recognized him as the 2012 Contractor Tester of the Year. Mr. Matthews is professionally certified in project management, systems engineering, knowledge management, ITIL, and is a Lean Six Sigma Green Belt.
